A base station rearrangement method for efficiently distributing loads of public network control using call statistics and a system thereof are provided to calculate IPC(Inter Process Communication) load relation by analyzing correlation between IPC loads and PN(Pseudo Noise) handoff numbers, and to rearrange a position of a base station having a high IPC load by predicting IPC loads of an MSC(Mobile Switching Center), thereby preventing system down. An information collector(203) collects IPC loads of each MSC and CCP(Communication Control Processor) loads of each BSC(Base Station Controller). An IPC load relation calculator(206) calculates IPC load relation by analyzing correlation between PN handoff numbers sand the collected IPC loads. A CCP load relation calculator(207) calculates CCP load relation by analyzing the calculated relation. A map DB(202) maintains location information of each base station and statistics display information of the base stations. A base station position rearranging unit(204) rearranges positions of the base stations to another MSC or BSC by referring to the statistics display information. A load predictor(205) predicts IPC loads or CCP loads after rearranging the positions according to the IPC load relation and the CCP load relation.
