PURPOSE: An apparatus for sealing top breather leaking of blast furnace without air blowing reduction is provided to zero factors of air blowing stoppage or air blowing reduction by preventing leakage of top breather even when silicon rubber packing is damaged by foreign materials after instantaneous opening of the top breather. CONSTITUTION: The apparatus includes a gas cutoff part comprising a gas cutoff plate outer layer(101) fixed to the lower part directly under the inside of blast furnace gas ascension pipe in a shape of horn without the peak, a gas cutoff plate inner layer(100) which is installed inside the gas cutoff plate outer layer(101) in such size and shape that the gas cutoff plate inner layer(100) is closely adhered to the gas cutoff plate outer layer(101) with being overlapped with the inner surface of the gas cutoff plate outer layer(101), and seal packing(100-1) installed between overlapped parts of the gas cutoff plate outer layer(101) and the gas cutoff plate inner layer(100); a sliding part comprising cutoff plate inner layer fixing rod(110) fixed to the horn peak of the gas cutoff plate inner layer(100), and a pipe shaped fixing rod guide(120) installed at the outer side of the cutoff plate inner layer fixing rod(110) to induce straight ascending and descending movements of the cutoff plate inner layer fixing rod(110) and fixed to inner metal case of the blast furnace gas ascension pipe by fixing rod guide supporting angle(120-1); and an elastic cover part in which the elastic member having a certain tensile force is connected to the upper part of the cutoff plate inner layer fixing rod(110) and a lower part of breather cap(25).
