A system and an apparatus for managing a location of a roaming subscriber, and an originating method using the same are provided to prevent an international roaming section from being unnecessarily used when setting a call between mobile communication terminals located in the same country network, thereby reducing a call setup time and the call charge. A GLR(Gateway Location Register)(250) stores and manages location information of a roaming subscriber. An MSC(Mobile Switching Center)(230) confirms whether a phone number of a receiving party transmitted from a communication terminal(10) is a mobile communication terminal's number of a band allowed in another country according as the communication terminal attempts origination. If so, the MSC requests location information to an IRLR(Inbound Roamer Location Register)(500). The IRLR stores location information of the roaming subscriber transmitted from the GLR, and confirms whether roaming information of the receiving party's terminal is stored according to the request of the MSC. If so, the IRLR transmits the location information of the receiving party's terminal to the MSC if it is determined that the receiving party's terminal is located within the same network as the communication terminal which has attempted the origination based on the location information of the receiving party's terminal.
