An apparatus and a method for manufacturing a copper chip for a friction member of a brake pad for a vehicle are provided to reduce the braking distance by adding a certain amount of the copper chip to the friction member constituting the brake pad together with a back plate. A copper line transfer section(500) is installed at the rear portion of the primary cutting section to transfer the cut copper line. A secondary cutting section(600) is installed at the rear portion of the copper line transfer section to collect the copper line dropped after the transfer and to secondarily cut the copper line. A copper chip discharging section(700) is connected with the bottom portion of the secondary cutting section to discharge the cut copper chip to an exterior. A control panel controls operations of the elements.
