A lightweight concrete panel from expanded polystyrene bead of graphite and a manufacturing method thereof are provided to obtain concrete panel having similar appearance with concrete, to improve insulation property by lowering thermal conductivity of the panel, and to reduce the weight limit of the insulation panel which is efficient to endure fire for 2 hours. A manufacturing method of a lightweight concrete panel from expanded polystyrene bead of graphite comprises steps of: preparing a mixture by mixing bottom ash, cement and expanded polystyrene bead; molding the prepared mixture in a mold; curing the mixture in the mold indoors; separating the cured mixture from the mold; curing the separated mixture outdoors; and rearranging the separated mold after cleaning. The expanded polystyrene bead has a size of 1-10mm. The cured mixture has a thickness of 75-100mm and the mixture satisfies the legal standards for fire-proofing. The cured mixture also has compressive strength of 30-60kgf/cm^2 and thermal conductivity of 0.25-0.32W/mk. The mixture of the first step is prepared by a process comprising steps of: making a paste from 8-11% by volume of cement and 2-4% by volume of fly ash in 2-4% by volume of water; adding superplasticizing agent and 65-72% by volume of expanded polystyrene bead to the paste; and adding 5-7% by volume of bottom ash having size of at most 5mm and thickening agent.
