A construction method of an environment-friendly reinforced earth retaining wall is provided to reduce earth pressure by installing a retaining wall with earth pressure reduction type environment-friendly blocks, and to garden a slope with landscape trees and to prevent the breaking of a cutting slope by cultivating landscape trees through penetrations of earth pressure reduction type environment-friendly blocks. A construction method of an environment-friendly reinforced earth retaining wall using earth pressure reduction type environment-friendly blocks comprises the steps of: installing a standard frame in the slope section planed by banking and cutting on the foundation ground(17) where a reinforced earth retaining wall(70) is to be constructed; forming a foundation by removing soils at the appointed depth of the foundation ground and paving foundation rubble or foundation concrete(13); placing earth pressure reduction type environment-friendly blocks(40) continuously, placing filling mortar in a space formed by making a groove formed on a side plate of the earth pressure reduction type environment-friendly block face with a groove of the adjacent earth pressure reduction type environment-friendly block and installing earth pressure reduction type environment-friendly blocks in the first stage, and placing and tamping inside-filling soils(65) in the earth pressure reduction type environment-friendly block and back-filling rubble or filer materials(61) from the lower part of an incline(46) formed at the tail of an upper plate to the area adjacent to an imaginary active earth pressure fracture surface(30) of earth to reduce earth pressure structurally, and piling up banking materials(60) at the backside of the back-filling rubble or filter materials; installing earth pressure reduction type environment-friendly blocks to lay over a half of a penetration(42) formed on a front plate of the earth pressure reduction type environment-friendly blocks installed in the first stage, locating a projection of a reinforcing bar, projected to the center of an upper plate of the earth pressure reduction type environment-friendly blocks installed in the first stage, in a space formed by making a groove formed on a side plate of the earth pressure reduction type environment-friendly block face with a groove of another earth pressure reduction type environment-friendly block, and placing filling mortar in the space and installing earth pressure reduction type environment-friendly blocks in the second stages, and placing and tamping inside-filling soils in the earth pressure reduction type environment-friendly block and back-filling rubble or filer materials from the lower part of an incline formed at the rear of an upper plate to the area adjacent to an imaginary active earth pressure fracture surface of earth to reduce earth pressure structurally, and piling up banking materials at the backside of the back-filling rubble or filter materials; piling up earth pressure reduction type environment-friendly blocks repeatedly according to the required height of a retaining wall through the above mentioned steps, locating a grid of geogrid(11) to many projections(49) installed at the rear of the upper plate of earth pressure reduction type environment-friendly blocks at one or two-stage intervals or holes of a pressure plate, penetrating the projections the holes of the pressure plate or inserting projections of an insertion plate to the holes for fixing the geogrid, and laying the other side of the geogrid in the banking materials, back-filling rubble or filter materials at the backside of the retaining wall; installing a crown concrete block(64) on the upper part of the earth pressure reduction type environment-friendly block placed on the uppermost part to put over a half of the penetration of the upper plate and piling up banking materials at the backside; and cultivating landscape trees(18) in the penetration formed on the upper part of the earth pressure reduction type environment-friendly block, and arranging the circumference.
