A sheet for preventing illegal attachment of an advertisement sign and a manufacturing method for the same are provided to use the sheet semi-permanently by making the sheet of a high-strength stainless net and to make the beauty of city clean by printing images. A method for manufacturing a sheet for preventing illegal attachment of an advertisement sign stuck on facilities comprises the steps of: cutting a metal net(40); cleaning the cut metal net and forming a coating layer by using powdered paints; printing images on the metal net having the coating layer; thermally pressing a PVC(Polyvinyl Chloride) film(10) on the end of the metal net printed with the image; and forming perforated grooves(20) at the end of the metal net thermally pressed with the PVC film, to fix the metal net to the facility.
