An eye massage pad and a manufacturing method for the same are provided to give eye massage and to apply a medicine through cell membranes of skin, thereby promoting active blood circulation and metabolism. An eye massage pad comprises: a first support plate(20) made of a non-woven synthetic fiber material and being adhered to an inner face of an eye cover; a second medicine layer(25) coated with a medicine and formed at the other side of the first support plate; a magnetic body(30) adhered to the first medicine layer and arranged at positions corresponding to the meridian pathway around an eye and the blood flow; a second medicine layer(35) coated with the medicine and adhered to the first medicine layer; and a second support plate(40) made of the same material as the first support plate and adhered to the second medicine layer.
