An apparatus and a method for detecting a ground fault of high resistance are provided to detect a ground fault of high resistance exactly by using a zero phase sequence current and a negative phase sequence current in a distribution line and to take an action for a ground fault by informing a distribution automation system of the ground fault. In an apparatus for detecting a ground fault of high resistance, a current/voltage sensor senses a current and a voltage supplied through a distribution line. A signal operation unit(306) calculates the current and voltage supplied through the distribution line, and a zero phase sequence current and a negative phase sequence current, by an output signal of the current/voltage sensor. A fault recognition unit(308) recognizes a ground fault of high resistance if current calculated by the signal operation unit is over preset high-resistance ground fault judgment current. A high-resistance ground fault judging unit detects whether a ground fault of high resistance is generated or not, by using the zero phase sequence current and negative phase sequence current calculated in the signal operation unit if the fault recognition unit recognizes a ground fault of high resistance.
