An apparatus and a method for controlling the gain of a burst signal in a bi-directional satellite communication system are provided to prevent degradation of performance caused by a signal attenuation. A burst signal and a pilot signal are received from a terminal(601), and the pilot signal is detected from the received signals(602). The strength of the detected pilot signal is measured and compared with a threshold value, and a gain control value is generated according to the comparison result(the attenuated amount)(603). The gain of the received burst signal is controlled by using the generated gain control value(604).
