PROBLEM TO BE SOLVED: To provide a fundamental mechanism for managing apparatuses having dynamic IP addresses by solving the problem that, although a host computer can be usually monitored to confirm whether the host computer is active or inactive using a ping command to monitor an apparatus in managing the host computer provided with an IP address on a TCP/IP network, a dial-up host computer cannot be managed because its IP address changes and the apparatus to be managed seems to be operated even if a host computer not to be managed responds to the ping.;SOLUTION: It is confirmed whether the host computer having a dynamically changing IP address is active or inactive, and is genuine or not by using a sign and counter-sign.
