A method for fabricating a work electrode using carbon particles is provided to improve the efficiency of a solar cell by increasing the surface area of the solar cell. A mixture of carbon particles and a semiconductor oxide is coated on a transparent conductive substrate to form a semiconductor oxide film. A heat treatment is performed on the film to remove the carbon particles. Photosensitive dye is adsorbed to the heat-treated semiconductor oxide film. The semiconductor oxide can be nano particles of a transition metal oxide. The semiconductor oxide can be at least one selected from a group of TiO2, ZnO, SnO2, CeO2, Nb2O5 and a composition thereof.
