An interface system between a 3GPP network and an IMS(Internet Protocol Multimedia Core Network Subsystem) network based on an ATM is provided to transmit a voice packet between the 3GPP network and the IMS network based on the ATM in a form that the voice packet is compressed in an AMR codec, thereby preventing the deterioration of voice quality for a voice call interlocked between the 3GPP network and the IMS network. A 3GPP(Third Generation Partnership Project) interface block(230) receives an ATM(Asynchronous Transfer Mode) packet transmitted from a 3GPP network, converts the received ATM packet into an IP(Internet Protocol) packet, converts an IP packet transmitted from an IMS interface block into an ATM packet, and transmits the converted packets to the 3GPP network. An IMS interface block(250) processes the IP packet transmitted from the 3GPP interface block so that the IP packet can be transmitted on the IMS network and processes the IP packet transmitted from the IMS network so that the IP packet can be transmitted on the 3GPP network. A control block(240) terminates a function which is incompatible between the 3GPP interface block and the IMS interface block and relays a predetermined signal between the 3GPP interface block and the IMS interface block. The 3GPP interface block has a protocol stack configured by Iu-UP/AAL2/ATM and does not convert the voice information of an AMR(Adaptive Multi-Rate) method transmitted through an application layer.
