An apparatus for recovering oil vapor of a ventilation pipe for an oil storage tank is provided to increase the recovery efficiency of oil vapor by controlling cooling temperature of an inner part of the ventilation pipe, and to prevent deterioration of temperature of the entire ventilation pipe by cooling a portion of the ventilation pipe only. An apparatus for recovering oil vapor of a ventilation pipe for an oil storage tank comprises: a ventilation pipe including a first ventilation pipe part(10) of which one end is connected to the oil storage tank, a second ventilation pipe part(11) of which one end is exposed to air of the outside, and a third ventilation pipe part(15) formed between the first ventilation pipe part and the second ventilation pipe part; thermal conducting plates(20) of which bottom faces are fixedly joined with an outer peripheral surface of the third ventilation pipe part, and to which heat is conducted from the third ventilation pipe part; thermoelectric elements(30) including endothermic parts which are placed on top faces of the thermal conducting plates, and which absorb heat from the thermal conducting plates in a state that a predetermined power source is applied, and exothermic parts for radiating heat absorbed from the endothermic parts; heat sinks(40) which contact the exothermic parts of the thermoelectric elements to absorb heat; and cooling fans(50) which are fixedly joined with top faces of the heat sinks to emit heat of the heat sinks to the outside in a state that a predetermined power source is applied to the cooling fans.
