An unhardened rubber powder producing method using waste tires is provided to produce pure rubber powder by sorting out steel wires and iron, removing fibers by static electricity generated by ultrasonic vibration, and unhardening the fibers by pressure and heat of a screw heating cylinder. An unhardened rubber powder producing method using waste tires comprises the steps of: obtaining the crushed rough waste tire by crushing the waste tires in the size of 100~150mm by a first crushing unit(S100); finely pulverizing the crushed rough waste tire in the size of 1~5mm by a second crushing unit(S200); granulating the crushed waste tire by centrifugal force of a granulating unit(S300); sorting out the granulated waste tire according to the particle size while the waste tire passes through a steel wire and iron sorting unit, separating steel wires and iron by a magnetic belt while the sorted waste tires are transferred by a transfer belt, and storing steel wires and iron in a separating box(S400); entangling fiber particles included in the crushed waste tire, by generating static electricity in the fiber particles by an ultrasonic vibration generating unit while the crushed waste tire passes through the ultrasonic vibration generating unit, and separating the entangled fiber particles in a dust collecting box(S500); obtaining rubber powder by unhardening the crushed waste tire that the fiber is separated, by a screw heating cylinder of a heating unit(S600); and cooling the heated rubber powder and storing the cooled rubber powder in a storing box(S700).
