An advanced treatment system of effluent in a wastewater treatment plant is provided to separate particles from the effluent using hydrocyclone and vortex, separate heavy metals from the effluent by passing the effluent through a filtering material, control the ozone concentration freely according to the contamination level of the effluent, and collect and recycle hydrogen generated from raw water. An advanced treatment system of effluent in a wastewater treatment plant comprises a coagulation tank, a settling tank, ozone generating equipment(200a), and an adsorption tank, wherein the ozone generating equipment includes: a positive electrode(210) that causes electrolysis to be performed; a negative electrode(220) formed oppositely to the positive electrode; an electrolyte membrane(230) for transmitting hydrogen ions produced by the electrolysis between the positive and negative electrodes; and a reticular flowing path(240a) formed between the positive electrode and the electrolyte membrane and between the negative electrode and the electrolyte membrane. The ozone generating equipment additionally includes: an auxiliary electrode(250) which is attached to the negative electrode, which passes hydrogen ions generated from the positive electrode through the negative electrode, and which has a scale formed on a surface thereof; a hydrogen collector(290) formed in the reticular flowing path; pressurizing units(270a) formed on outer faces of the positive and negative electrodes; and a circulating line(280) formed in the reticular flowing path, and a pump(281) installed on the circulating line. Further, a rotation filter is formed between the settling tank and the ozone generating equipment.
