The device has an outlet in the form of an elastically deformable hose (4), which is arranged under a retaining hopper (2), and a circular outlet connection (3) provided at a lower end of the hopper. The connection encloses the hose, and adjusts a cross section of the hose and a discharge rate of a mixture (5) guided via the hose. The cross section is adjusted by a pivoting slide that is arranged in the connection, and acts on the hose from outside. The slide is in the form of plates, suspended on ribs at the connection and is pneumatically or electrically operated.
