The device has elements (1) which are provided in a pre-stressed condition, where the elements are held and pre-stressed by hooks (3) in between neighboring insulating layers (8) in position, where the hooks are arranged at edges of the element. The elements and barrier layers (4) are made of same material, and have overlapping surfaces, which are firmly and gas-tightly connected with the barrier layers of adjacent elements with the help of adhesive layers. The barrier layers are linked by the elements.
