The reactivating method involves inserting a device in a blocked pipeline (4) of a degassing system up to a closing location. The closing location is suitable for making a perforation in a pipe wall through an opening in bottom proximity of a piping section, which allows a fluid discharge. The device is removed after the perforation, done on the inner side of the piping section with a pyrotechnic punching device (10), which is electrically ignited from outside of the piping section. A projectile impacts against the pipe wall by the pyrotechnic punching device. An independent claim is also included for a device for a reactivating method for an underground degassing system, blocked by fluids, particularly in landfill sites.
