The device has a guide rail (8) fastened to a loading platform, where the guide rail extends parallel to a driveway of a rail-bound transport vehicle e.g. tank wagon, or to a railway line of the vehicle. A sliding carriage (9) is movable along the guide rail by an electromechanical drive, where component parts (10) of a loading arm (2) are coupled to the sliding carriage. An electro-mechanical vertical drive component (11) is fastened to the sliding carriage. The component parts of the loading arm are hinged at the drive component, such that a down pipe (5) is vertically adjustable.
