The carrier e.g. smart card (2), has a blocking functionality (9) irreversibly activatable by a blocking event and provided for the selective blockage of write accesses on an electrically erasable programmable ROM (7), to allow the write accesses to fulfill a given exception and avoid prevention of read accesses by the blockage. The blocking functionality is activatable by a holder and an access provider, where correct input of secret information, and successful authentication are necessary for the activation of the blocking functionality. Independent claims are also included for the following: (1) an operating system for a portable data carrier (2) a method for operating a portable data carrier.
