The device comprises a drive shaft (4) arranged perpendicularly, which is formed rotary around its axle. A large horizontal extension arm (3) is fixed with its inner end (3.1) at an upper end of the drive shaft. A bag (1) is attached directly or indirectly at an outer end (3.2) of the extension arm, so that the bag is in the operation of a circular path of the device. The drive shaft is provided with a manual or with an electric actuator (5). A cord (2) is arranged at the outer end of the arm and its lower end is attached to the bag. The length of the cord is adjustable.
