The present application describes an optical deflecting element (450) to the refractive generating a concentrically with respect to an optical axis (417) of the deflection element (450) is fanned out spatially structured light beam (422). The optical deflecting element (450) has a base body (452), which at least partially of an optically transparent material and which a light input side (460) and a light output side (470) comprises. The light input side (460) is designed in such a way that a primary light beam (411) in the base body (452) can be coupled. The light output side (470) has, based on the optical axis (417) of the deflection element (450), a cylindrically symmetrical contour which, in the base body (452) defines a recess. The fanning out of the primary light beam (411) is effected by refraction at relative to the optical axis (417) differently inclined rotationally symmetrical boundary surfaces (471, 472). This application describes a further optical measuring device (100) for three-dimensional measurement of a hollow space, formed in an object, which measuring device (100) said optical deflecting element (150, 450) has. In addition, this application describes a method for generating a concentrically fanned-out, spatially structured light beam (422) using the above-mentioned optical deflection element (150).
