The panel (1) has a plaster-base side formed with groove-type milled slots. The milled slots are arranged at a distance of 3 to 30 centimeters from each other. Depth and breadth of the milled slots amount to 2 to 10 millimeter. The milled slots run parallel to each other and to an edge of the panel at an angle of 45 degrees, and the panel is applied on a layer with a constant thickness. A constant layer forms a wall side, a stabilizing layer forms an inner layer and a plaster-base layer forms the plaster-base side. An independent claim is also included for a method for producing a bonded system for noise- and thermal insulation.
