The ventilator (1) has an air guiding chamber (3a) with a volumetric flow rate limiter (24a) that includes a flap (8a) with a counter weight. The flap is pivotable on left and right side elements (6, 7) of the chamber. The flap is provided with a noise-damping soft material partially in a part of contact points or surfaces with elements of the chamber and/or that the chamber is partially provided with the material within an area of a bearing of the flap and/or in an area of the contact points or surfaces of chamber base plates (13a) each including a volumetric flow rate limiter element. An independent claim is also included for a window or door, in particular plastic window or door, comprising a window frame.
