The resistance generator (40) has two housing elements providing passage areas, respectively. One of the housing elements is moved relative to the other housing element and is adjustable between two positions. The generator is adjustable with respect to a passage cross section. The generator is moved between the two positions, where one passage area is suitable for being filled in one position. Another passage area larger in relation to the former passage area is moved for facilitating a flow of a cleaning and/or sterilization medium with a high flow rate. An independent claim is also included for a device for filling of a liquid in a packing container such as ampul and vial, comprising a storage vessel.
