The starter (1) has a shock absorber (8) comprising housings (37, 38) connected with a small tooth wheel (7) and an output shaft, respectively. An elastic cushion part (40) is assembled between the housings, and is elastically compressible. Stoppers are provided at the housings to stop the housings against a relative rotation to each other when compressibility of the cushion part reaches a given value. The stoppers have recesses or hollow spaces formed in the stoppers, and the housings and an intermediate housing (39) formed between the housings are formed of resin.
