The device has a pole (1) fixed on a foundation block (2) and hooked to a wall of a water tower (6) by cross-pieces (3), where the wall supports a ladder (4). A cover protects and hooks supply cables of antennas, and the ladder is fixed to the pole by a spacing device . An access control device is constituted of a plane metal sheet safety loop associated to a close flap and an enclosure, where the device is provided on the height of the ladder.
