The turbine has an inflatable balloon compartmentalized internally with external compartments (A, B) which are inflated with air and pressurized water, respectively. The balloon has an external asymmetrical shape constituting a rotor which rotates under a rotation effect of waves or sea current. A compartment (C) is inflated with air and compresses the water of the compartment (B).
