The device has a water-water heat pump (1) satisfying the needs of heating and pumping sanitary hot water via a balloon with battery and a buffer battery (7). A mechanical ventilation extractor heats cool loop of the heat pump via an exchange battery (2), where thermal balance of the cool loop is ensured completely by external air via an air cooler (4) or an air compressor package (5).
