The device has upper and lower propellers (1, 2), whose blades operate in a concomitant manner in horizontal planes and tapered planes that are secant to the horizontal planes for allowing air lift and propulsion of the device. The propeller (2) has variable pitch blades that act on vertical position of an aircraft. The propellers are integrated to a fairing (3) by end of the blades. The propellers are integrated to the device by using a peripheral fairing (4). The fairing (4) has a large and deep recess (5) that is provided along an entire outer periphery.
