The device has male and female cases (2, 3) inserted in opposition in vertical edges of form panels (1, 1`) and placed side by side by the vertical edges, where the cases respectively have a screw (21) and a nut (31) e.g. floating nut. The screw cooperates with a guide bushing of the case, and with a retaining unit (23) that retains the screw in a non-utilization position in the female case. The assembly of screw and nut of the cases are provided in the form of cylindrical guiding and centering connection units.
