The device has a jack (3) actuated by a 12 volt electric motor (2) with a reduction gear, and a tail vane (5) folded and blocked in a closing guide (6) for blocking a marine type flat wind turbine (4) in a horizontal position for permitting the turbine to turn by rotation. The motor is controlled from a fascia of a vehicle i.e. camping car, where the motor operates the jack by opening at right angle or closing at horizontal position.
