The apparatus has a guiding pin (25) arranged on an extension of a blocking cam (14) by being shifted from a peripheral sector (14a) for placing a rope (15) around the cam and between a fixed stud (12) and the pin. A plate (11) comprises a control unit (28) that is made active during belaying of a roped party, for unblocking the cam toward a spacing position, when the rope cooperates with the pin. The unit extends above the stud for forming a hand support zone (28a) for tilting the plate. The unit has a projecting plate that acts as a braking modulator during a descending stage.
