The mandrel has a synthetic material i.e. electrically conducting material, element holding carbon (1) or metallic fibers formed by molding, where the material posses antistatic properties. The element includes a median tube (2) surrounded on its entire length by curve shaped elastically deformable blades (4). The blades are uniformly distributed on periphery of the tube and extending angularly towards outside in a same direction from the tube. Ends (5) of the blades are situated on a coaxial circle of the tube, and corners (7) of the blades are round.
