The device has a valve body (3) with a central tubular formation (11) providing a passage (11`) to receive a control axle (6). The body is extended at ends of the formation via an end fitting constituting hubs (12, 12`). The end fitting assures cooperation of free assembly in rotation and with blocking of the body in a bearing of an annular support body (4). The body (4) has functional segments (7`, 7``) of a bushing (7) situated with respect to a contour of a projection plane of a passage in the fluid flow direction. The hubs have passages contiguous with the passage of the formation.
