The element has fixation clips for fixing upper ends of fence panels (1, 2) with longitudinal guiding elements (11). Each clip has a part plated against bottom of a rabbet of each guiding element, and another part covering a horizontal bottom wire (5) of each panel. Connection pieces connect the guiding element to a post (6), and have symmetrical portions (16, 17) each including a housing (18) adapted to transversal dimension of the guiding element to receive an end of the guiding element.
