The system has a vote terminal (1) e.g. mobile telephone terminal, with a communication unit (7) connected to a data communication network (5) e.g. internet. A vote server (3) has another communication unit (9) for communication of data with the terminal, and a validation unit (19) for validating a ballot paper. The terminal has a ballot paper validating local unit (12) for allowing a voter to approve the paper. An encryption unit (16) encrypts the paper before sending the paper approved by the server. The units (7, 9) establish secured connection between the terminal and the network. Independent claims are also included for the following: (1) a method for creating, validating and encrypting a bulletin of an remote electronic vote (2) a computer program comprising a set of instructions for executing a remote electronic vote`s bulletin creating, validating and encrypting method.
