The device (1) has a closing unit (4) for closing an outlet of a concrete skip, and an envelope (17) arranged around the closing unit. A sleeve (3) has a lower edge (23) located with respect to tubular and cylindrical lower section (24) of the envelope. A removable anti-discharge sealing unit (26) is arranged between the sleeve, extending toward the bottom of the closing unit, and an internal surface of the envelope. The sealing unit has joints fixed at the periphery of an upper end and a lower end of a cover. The joints are made of flexible material such as natural or synthetic rubber.
