The device (1) has an electromagnetic linear actuator (7) including a moving part (9) connected to a shut-off element (3) and exerting a closure force dependent on a control current. A return spring (12) is inserted between the moving part and the element and has a compression force ranging between the closure force when powered by the current and the force supplied by the actuator when not powered by the current, so that the spring exerts a return force stronger than the force applied by the actuator, when the element is in the closed position and the actuator is not powered with the current.
