The device has a movement detector fixed on a vehicle and transmitting information by a Bluetooth short distance radio wave such that a radio wave capturing system determines whether the vehicle is in a stop state or in a moving state. A cellular telephone is programmed for capturing and interpreting the radio wave from the detector and for prohibiting all incoming or outgoing calls when an individual is in the moving vehicle.
