The device (62) has a primary decoupling unit i.e. single disc electromagnetic type controlled friction clutch (64) permitting a motor to drive a rotating shaft (60) of an alternator when the rotation speed of the motor is higher than a preset value. A secondary decoupling unit i.e. centrifugal clutch (64) permits the alternator to rotate a crank shaft of a combustion engine, when the rotation speed of the motor is lower then the value. A control unit of the premier unit controls the decoupling of the rotational shaft when the speed of the motor is higher than the value.
