The method involves producing a uraninite powder having a mass surface of 1 square meter per gram by oxidation of uranium dioxide pellets, such that increasing speed of maximal weight of the pellets attains 0.06 percentages in weights per minute. An additive comprising a compound is mixed with the uraninite powder. A mixed powder is produced by mixing the uraninite powder and a uranium dioxide powder. A compact body is produced by compressing the mixed powder, and is sintered in an atmosphere of reducing gas e.g. hydrogen, at a temperature of 1600-1800 degrees Celsius. The reducing gas is chosen among carbon dioxide, water vapor and inactive air.
