The sleeve or packer has a mandrel (1) extending along a longitudinal axis (X), and an inflatable and sealed annular envelope (2) connected to the mandrel and selectively adopting a rest or maximal inflatable configuration. A retaining sheath (3) covers the envelope and has a flexible structure that is partially formed of inextensible peripheral and longitudinal fibers e.g. Kevlar(RTM: aramid fibers). The peripheral fibers adopt a folded configuration for the rest configuration of the envelope and a stretched configuration for the maximal inflatable configuration of the envelope. An independent claim is also included for a method for fabricating an inflatable sleeve.
