The device (D) has a pulley installed on flanges (10, 11) and mounted in an axle (9a) with ends that are housed in corresponding layered U-shaped openings (12, 13) traversing walls of the flanges. The openings include branches oriented along a unique direction opposite to the force exerted on the pulley by a cable (3) of a front-wheel drive. The diameter of the axle of the pulley is smaller than minimum distance between the branches of the openings.
