The device (22) has an electric cable network (19) electrically supplying a low voltage to a public lighting element i.e. lighting column (20), of a public lighting system (10) e.g. single phase public lighting system. The network is provided with a connection terminal with an electric input voltage higher than an electric output voltage, a toroidal step-down transformer and an electrical protecting device e.g. electric fuse. The network is placed in an independent case that is molded of insulating material e.g. plastic material and epoxy resin, to ensure electrical protection of the network.
