The apparatus (1) has a fiber distribution mechanism (6) with a distribution pin (11), and a rotary winding up drum (7) at the front region of fiber winder (10). The drum is rotationally driven by a drive mechanism in the winder such that the fiber is wound up in several bobbins (8) arranged in single row. A scanning camera (2) and a light source (3) are optically connected and adjusted with respect to the drum for performing winding operation, and the diameter of the bobbin is measured in non-contact state.
