The device has a regenerating unit for regenerating a counting ramp e.g. program clock reference counter, using a phase-lock loop (PLL-1) which receives local samples (PCR-LOC-n-1). An initializing unit initializes an image meter clocked by a reconstituted clock (CLK-out-n), and a generating unit generates zero crossing of the meter from image cues. A reconstituting unit reconstitutes a genlock type synchronizing signal based on the cues, and a base of synchronized time on all stations of a network is confirmed to international electro technical commission (IEC 61588) standard.
