The device has a fixed part fixed on a free upper end i.e. ball (2), of a vertical street pole (1), where the pole has a lower end fixed on ground. The fixed part has hemispheres (4, 5) with inner parts receiving two compressible inner shells (7, 8). Inner parts of the shells have a shape and dimensions adapted to shape and dimensions of the ball. A removable part has transparent hemispheres for receiving an information medium whose outer surface is printed with inscriptions and is visible from exterior of the device.
