The device (1) has a transversal intermediate partition (30) arranged between transversal end walls (6a, 6b), and dividing a housing (31) into upper and lower chambers (31a, 31b). The partition is centered on one of the walls of a central rigid cylindrical armature (10) with respect to which the partition is displaced axially or radially by its respective peripheral edges, where one of the edges is fixed axially with sealed radial clearance in a radial groove (29) of a peripheral rigid cylindrical armature (11). One of the edges has a lip made of elastically deformable material i.e. elastomer.
